Arthur Kutoroff represents individuals and businesses in a broad array of white-collar criminal and regulatory investigation and litigation matters, as well as in securities and commercial litigation. In particular, Arthur focuses on defending clients accused of securities fraud, bribery, and related offenses at both the trial and appellate levels. He has been named a “Rising Star” by Super Lawyers and among the “Ones to Watch” for 2024 and 2025 by Best Lawyers.

His experience includes representing:

  • The Minister of Finance of a foreign nation accused of bribery in a multi-week criminal jury trial in the Eastern District of New York;
  • Multiple entrepreneurs in SEC and DOJ enforcement actions for alleged securities fraud;
  • A Fortune 1000 company in parallel DOJ and SEC investigations into alleged securities fraud in connection with its sales and accounting practices, leading to a favorable settlement with the SEC and no criminal charges;
  • State government agencies in federal investigations of alleged bribery and bid rigging, which did not lead to any charges against these agencies;
  • A state government agency in connection with parallel state and federal investigations of its handling of the COVID-19 pandemic, which also did not lead to any charges against the agency; and
  • A digital marketing company and an insurance claims management company in two separate civil RICO cases that were dismissed at the pleadings stage.

In his pro bono practice, Arthur has represented clients seeking asylum on the basis of persecution for political views and sexual orientation. Arthur has also represented clients pro bono in a criminal proceeding and a custody dispute.

Prior to joining Ford O’Brien Landy LLP, Arthur worked at Fried, Frank, Harris, Shriver & Jacobson LLP. While at that firm, he participated in a secondment at Morgan Stanley. Arthur also clerked for the Honorable Brian M. Cogan of the Eastern District of New York.

Arthur graduated cum laude from Cornell Law School and earned his undergraduate degree summa cum laude from Rutgers University in New Brunswick. He has also published articles in Cornell International Law Journal, Capital Law Review, and the New York Law Journal.
