Prior to entering private practice, Bernard clerked for the Hon. Edward J. Damich and the Hon. Mary Ellen Coster Williams of the United States Court of Federal Claims, and the Hon. David J. Porter of the United States Court of Appeals for the Third Circuit. Bernard earned his law degree from George Mason Antonin Scalia Law School, where he served as a Notes Editor for the National Security Law Journal, worked as a research assistant to Evidence and Civil Procedure Expert Jeffrey Parker, and externed at the Office of General Counsel of the Department of Homeland Security. Bernard earned his undergraduate degree from Colorado College, where he received the Hohbach Award for Distinction in Political Science and served as a third-string goaltender on the nationally-ranked D-1 hockey team.
